Handicap International is looking for a Support Services Coordinator to join the team in Cambodia.
Since 1982, Handicap International has gradually developed a multidisciplinary rehabilitation program in Cambodia, including activities in the areas of prevention, physical rehabilitation and social economical integration. Today, HI is implementing 4 programs:
- Physical Rehabilitation
- Humanitarian Mine Action
- Road Safety
- Rights and Inclusion
Up to today, there are 2 different representations of HI (around 100 staffs each): HI Belgium and HI Federation. Last year, HIB has decided to join Handicap International Federation. This means that the 2 sections will merge in 2013 to have only 1 representation with 1 office in Phnom Penh coordinating all the programs of HI Federation.
Responsibilities
Integrated within the coordination team, under the hierarchical responsibility of the Country Director, the SSC is in charge of the totality of support services (administration, human resources, finance and logistics) for the effective work of the projects. The SSC position in Cambodia has become an effective coordination position of three departments (Finance, HR, Logistics) which are managed by competent and responsible managers.
Support the merging process
The SSC will have to prepare the merging on all administrative, human resources, financial and logistic issues in close collaboration with the Field Merging Steering Committee, the SSC of Handicap International Federation and Head Quarter.
Coordination of staff & services
The service managers are comfortable in their daily tasks but they still need direction and help in the setting up of objectives, priorities and new initiatives. A proper coordination within the services and between services and operations is also necessary.
Finances
The SSC is supported by a local finance manager for financial, treasury and accounting matters.
- Follow up the financial action plan referring to the merging
- Manage, supervise and finalise financial tasks
- Supervise & check the treasury
- Supervise accounting
Administrative & human resources management
- Follow up the HR action plan referring to the merging
- Supervise administrative aspects relevant to expatriates
- Supervise the administrative aspects relevant to national personnel
- Ensure HI legality in the country, through regular dialogue with our legal advisor and the local administration concerning legal obligations in relation to the work code (contracts, legal aspects)
Logisitics
- Follow up the logistic action plan referring to the merging
- Supervise the supply procedures
Profile required for the post
Knowledge
- Degree (s) at university level in economy, management, finance, business…
- Excellent knowledge of the Excel Software is a must
- English compulsory, French preferable
Skills and experience
- Experience of at least three years in the position of Finance manager or controller in an NGO or in a management/commercial/financial position in a private company, with knowledge of budget setting, financial follow-up, etc. Given the size of the mission and the longevity and multidisciplinary dimension of the position, this experience in management is essential. The position requires above all great organization skills, excellent priority setting and team management capacities.
- A previous experience in merging process is a serious asset
- Experience in logistic coordination is an asset in order to ensure a remote but accurate follow up of the logistic department: follow up of the technical activities (IT, mechanics, supply…), definition of the new strategies to be implemented, essential tools to follow up for a proper risk management,…
- Experience as trainer or at least in capacity building of people. The person must show that he/she has effectively transferred skills to “highly qualified” (university degree) people in a developing country.
