Phongsavath is a young Lao Ban Advocate of 19 years old. After a cluster munition accident in 2008, he lost his both hands and he became blind.

Phongsavath attended the First Meeting of States Parties to the CCM in Vientiane with the group of Ban Advocates .

As part of the events that were held to celebrate the meeting, Phongsavath performed with a group of dancers, in front of a large audience.

Lao Bang Fai is a dance group created in 2004. Under the initiative of Handicap International, Lao Bang Fai (which means "Lao Rocket") welcomes young disabled dancers. This nationally famous group enhances awareness among Lao citizens about the rights of persons with disabilities. The group delivers wide-spread messages about the added-value of people with disabilities within an inclusive society.

For the first time on 11th November, Lao Bang Fai presented their newest performance, which has been developed to commemorate the First Meeting of States Parties to the CCM. The performance represented the issue of cluster munitions in Laos. Its message was hope for a brighter future.
