The continuing unrest and instability in Syria is increasingly impacting the internal situation of Turkey, host of the largest Syrian refugee population with over 2.733 million registered as of 26/10/2016 (UNHCR), of which 62% reside in the South-East bordering provinces (Hatay, Kilis, Gaziantep, Sanliurfa). While registration under the government protection system is a pre-requisite for refugees to access free-of-charge essential services, it is estimated that unregistered Syrians could increase the refugee population by up to 20%. 90% of refugees live outside of government-run camps, complicating their identification and consequently their access to humanitarian aid. Indeed access barriers persist for refugees, mainly related to language, availability of information and trust in overloaded public services (health and education mainly). Another impediment is that, notwithstanding the considerable involvement from the Government of Turkey, services are not always provided for free, while income generation opportunities for refugees are limited thus jeopardizing their financial capacity to access markets of essential goods and services.
While considerable relief efforts are deployed by Government of Turkey and its humanitarian partners (UN and NGOs) to support refugees with a wide range of services, HI needs assessments conducted from October 2015 to January 2016 identified critical gaps to be addressed in terms of access to livelihoods opportunities and services, notably as far as rehabilitation services and psychosocial support are concerned, for people affected psychologically and/or physically by the crisis and their household.
DESCRIPTION DE POSTE :
The intervention will contribute to mitigate the impact of the migration crisis on the most vulnerable people. The most important needs identified related to health and protection will be addressed through: supporting local partners to enhance inclusive access to services: case management, facilitation of referral mechanisms and service delivery.
, HI will base its intervention on center and outreach community based approaches. Through a comprehensive approach, the most affected people will benefit from specific tailored to their needs including physical and functional rehabilitation and/or mental health and psychosocial support. HI will mitigate the barriers faced by the refugees & migrants in their access to these services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility constraints etc.
To achieve this goal, HI follows a twin-track approach in inclusive programming, encompassing:
1 – Persons-centered approaches: Interventions aiming at empowering individuals, families or groups in their own capacities therefore not only enabling them to access essential services in emergency settings but as well increasing their capacities to take care of their own self and of one another and to participate in their community.
2 – Environment-based approaches – Inclusion Mainstreaming: Interventions aiming at supporting humanitarian actors and affected communities to address barriers to accessing humanitarian aid faced by the most vulnerable persons.
Based in Istanbul (with visits to Gazientep) under the direct responsibility of the Head of Mission, and with the support of the Finance Controller and Human Resources Officer at HQ level, you will be responsible for:
Ensuring the respect of accountability and financial procedures
Ensuring the good use of funds according to HI and donor guidelines;
Centralizing the accountancy, control all the budget affectation end ensure financial follow up of mission;
Ensuring financial support and contact communication toward concerned departments and budget holders about budget planning, cost allocation and financial monitoring;
Producing financial reports to the Head of Mission and Finance Controller;
Centralizing information for building donor budgets;
Ensuring the operational management of the team placed under your responsibility;
Ensuring smooth and regular reporting on your activities towards your line manager.
Ensure that local legislation is respected and that a legal framework is established on HR related issues;
Coordinate the human resources framework: administrative management, management of contracts, etc.;
Recruit and coordinate the team placed under your responsibility and the administrative management of the human resources department: HR policy, recruitment, contract, salary , training, capacity building, etc.;
PROFIL ATTENDU :
- University diploma in Finance, accountancy, HR or generalist
- MBA or Masters in Finance, Management, Economics or related area is an asset
- Strong experience in the related field
- Experience in NGO necessary, preferably in emergency context
- English mandatory (oral and written). Arabic or Turkish is an asset
- Strong interpersonal and intercultural skills
- Ability to work under high pressure with a great level of personal organisation
- Diplomacy sense
